After cleaning the Volume / Drive close the command prompt, Restart windows and again try to perform a clean installation.

Windows Media Creation Tool

Then you can complete the upgrade process using the official Windows media creation tool. Or create a Windows installation media / Bootable USB device and perform Windows 10 clean installation.
